Mediation Perspectives: Military Integration as a Tool for Peacekeeping

The challenge of how to deal with armed groups after a conflict ends is one of the many problems facing mediators and negotiators working toward a peace agreement. Such arrangements are critical because mistrust between armed opponents, the challenge of restoring state authority, and the hazards of peace process derailment are not easily overcome. Disarmament, Demobilization, and Reintegration (DDR) programs, which attempt to shepherd former combatants into peacetime civilian roles, are one approach. However, DDR rarely provides channels for former combatants to enter the government’s security forces. Instead, this is the focus of the subject of this blog, military integration initiatives.

AU and Pan-Africanism: Beyond Rhetoric

This year marks the 50th anniversary of the founding of the Organisation of African Unity (OAU). The African Union (AU) has lined up several commemorative celebrations this week with the intention of reaffirming the spirit of pan-Africanism and African solidarity. However, several questions remain: Will the celebrations transcend both the cynicism and idealism that have accompanied previous debates on pan-Africanism? At a basic level, is pan-Africanism achievable? If it is, what concrete steps should be taken to move the continent towards that desired unity?

The idea of uniting Africa historically typified the quest for self-assertion and resistance to oppression and discrimination. In the recent past, however, in the context of the increasing global challenges affecting Africa, pan-Africanism evolved into a call for continental socio-economic and political unity. The transformation of the OAU into the AU was prompted by this desire to accelerate the process of integration.

Call for Applications: Junior Associates Program

The ISN is proud to announce the launch of our Junior Associates Program. The program brings together young professionals from Swiss-based institutions, companies and international organizations , as well as promising young scholars from Swiss universities, in a cooperative project that builds bridges and networks across the Swiss IR community.

Each program cycle will focus on a theme; this year, the topic will be

Europe and Islamic Countries – New Frontiers, Fresh Perspectives

The broad range of issues that may be explored under this thematic umbrella include:

  • Swiss/European policy toward ‘marginal’ Muslim regions, such as North Africa, parts of sub-Saharan Africa and Southeast Asia
  • Economic cooperation between Europe and North Africa
  • Population growth in the Arab world and the migration of young Arabs to Europe
  • Muslim perspectives on identity and place in 21st century Europe

Through collaboration, Junior Associates are expected to draft two Junior Associates Special Reports, to be published by the ISN in late 2010 and early 2011.

Junior Associates will also have the opportunity to attend an exclusive ISN Junior Associates event in Zurich in early October of this year. The event will feature high caliber speakers on this year’s topic.
