From Curse to Blessing: How Africa’s Natural Resources Can Build Peace

While natural resource development can generate economic success, it can also increase the likelihood of conflict, particularly in Africa. Ongoing violence in Nigeria’s oil-rich Niger Delta is a good example of the so-called “resource curse” in action. In response, African governments continue to grapple with how best to use their resource endowments to foster both economic opportunity and peace. At a time of much soul-searching for the United Nations, there is a unique opportunity to put responsible and effective resource development at the heart of African peacebuilding. But how might local communities take greater ownership of these processes?

The UN Peacebuilding Commission is now examining where and how it can contribute to better management of natural resource development, as part of its newly enhanced mandate to seek prevention of global conflict. “We’ve been supporting the type of discussion that needs to happen between citizens and governments and between governments and companies,” Oscar Fernández-Taranco, UN Assistant Secretary-General for Peacebuilding Support, told me.

For UN, a Widening Gap Between Rhetoric and Reality

Earlier this week, a damning report from advocacy group The Syria Campaign accused the United Nations of breaching its humanitarian principles by prioritizing cooperation with the Assad government “at all costs.” This is not the first time that such charges have been leveled. An internal inquiry into the UN’s response to the final days of the decades-long Sri Lankan civil war found that officials privileged maintaining good relations with the Colombo regime over their responsibilities to protect human rights.

What is more, the UN has recently been at the receiving end of an avalanche of revelations that it has succumbed to pressure from it member states over its reporting and language:

  • Australia lobbied hard to ensure that UNESCO removed the Great Barrier Reef from a list of endangered world heritage sites, despite near universal consensus among scientists studying the reef that it is, indeed, deeply at risk as a result of climate change and runoffs from coastal farms and industrial plants.
  • Saudi Arabia threatened to defund UN programs, and to encourage other Islamic countries to do the same, if the UN did not remove a report’s references to patterns of violations against children in Yemen committed by the Saudi-led coalition.
  • Morocco threatened to withdraw support for UN operations in retaliation for Secretary-General Ban Ki-moon referring to Western Sahara as “occupied,” despite the fact that this is precisely the legal situation in that part of the world until a referendum on its future can be held.
  • Myanmar insisted that UN officials refrain from using the term “Rohingya” to refer to an ethnic minority in that country and has threatened to withdraw cooperation with any that do. Some, such as the Secretary-General’s Special Envoy Satish Nambiar, have complied with the regime’s demand, overlooking the right of groups to self-identify. Others, such as Special Rapporteur on Human Rights Yanghee Lee continue to use the label and have faced vilification because of it.

Freeing Prevention From Conflict: Investing in Sustaining Peace

As the preparations for the May 2016 United Nations General Assembly’s high-level debate on peace and security intensify, prevention seems to be on everyone’s lips. The three 2015 UN global peace and security reviews that frame the debate have conveyed a common message: that the political instruments, tools, and mechanisms the world body deploys to address violent conflict all attest to the failure of early prevention. All three reports, not surprisingly, recommended a greater focus on prevention. UN Secretary-General Ban Ki-moon, in his follow-on report on the recommendations of one of these reviews, by the High Level Independent Panel on Peace Operations (HIPPO), wholeheartedly endorsed this.

The skeptics among political observers and those who have followed UN reforms over the years should not be blamed for asking, “So, what’s new?” This is not the first time that the UN and its member states, coming to grips with the woeful shortcomings of their responses to old and emerging global threats, have rediscovered the virtues of prevention. Nothing concentrates the mind more than imminent crisis and once that danger dissipates so does the political will needed, they would argue, to make prevention the first port of call before the outbreak of violence.

Can Secretary-General Seal His Legacy at Humanitarian Summit?

Last month, United Nations Secretary-General Ban Ki-moon released a long-awaited report, One Humanity: Shared Responsibility, outlining his vision for reforming the global humanitarian system. Riding a wave of successful negotiations on climate change and the 2030 Sustainable Development Goals (SDGs), the Secretary-General is seeking to end his final term by laying the groundwork for what he calls “a new paradigm” for the international aid system. During his tenure, the UN has witnessed large-scale suffering in Syria, climate-related natural disasters, and a massive exodus of refugees to Europe. With the humanitarian system buckling under extraordinary pressure—including 60 million people forcibly displaced and requiring an estimated $20 billion USD to feed and care for them—the timing could not be better.

UN secretaries-general from Dag Hammarskjöld to Kofi Annan have released landmark reports and spearheaded initiatives that went on to have significant—albeit under-recognized—impacts on the multilateral system. Notable among these is Agenda for Peace, written by former UN Secretary-General Boutros Boutros-Ghali in 1995 in the aftermath of the Rwandan genocide and the Srebrenica massacre. The fact that Ban titled his report’s annex Agenda for Humanity is likely no coincidence. Some of these past initiatives may offer instructive guidelines for today. With the first ever World Humanitarian Summit (WHS) approaching in May in Istanbul, can the Secretary-General help reshape the global humanitarian agenda?

A Ripe Moment for Change at the UN?

The United Nations was created to foster peace and stability among nations and promote economic prosperity and social justice for all. Seventy years later, there is a shared sense that the global structures[1] entrusted with peace and security are not keeping pace with today’s more complex and interconnected world, where local problems have global dimensions and where the monopoly of violence is no longer the sole preserve of states—a world where the nature of peace and conflict is challenging the analytical frameworks, norms, and paradigms that have been painstakingly fashioned over the past two decades.

The three major peace and security reviews conducted in 2015[2] have taken stock of the changing global environment; analyzed UN responses; and come up with several key policy messages, as well as a number of complementary recommendations which, if implemented, could help the UN peace and security architecture be better fit for purpose.
