Somalia’s militant group, Al-Shabaab, has often defied its adversaries’ claims that it is in decline. In recent months, however, the movement has suffered setbacks, including territorial losses, high-ranking commanders killed and defections. The Somali Federal Government (SFG) and its internal, regional and international allies need to be clear-sighted about the reasons for these, and what they can do to stop another Al-Shabaab recovery.

Al-Shabaab’s set-backs – and fewer attacks by the movement during the Ramadan holy Muslim month of fasting than in previous years – are the result of three distinct and unrelated factors. First, an enhanced and largely externally directed and funded campaign including drone strikes has eliminated high-profile leaders and diminished its military capacity. Second, some of Somalia’s new federal units are demonstrating greater military effectiveness, even if they and the government still rely primarily on clan-based militias. Third, the Islamic State (IS) has challenged Al-Shabaab’s greatest internal vulnerability – its ideological cohesion.

Whether the Somali government and its allies can advance their cause will largely depend on greater agreement on priorities and coordination of action – no easy task, given the wide and diverse range of external and internal actors.

The Role of Iraq’s Former Regime Elements in Islamic State

Former Baathists—members of the Baath Party that ruled Iraq under Saddam Hussein—including army and security officers, are today the most influential figures in the Islamic State (IS). The opportunism and ideological ambiguity of the former regime elements (FRE) make them ruthless tacticians who use torture and intimidation, but they should also be seen as a potential Achilles heel of the IS. The EU, together with the United States, needs to cooperate on political intelligence in order to examine the possibilities and conditions for weakening IS by bargaining with some of its key members.

Origins of Cooperation between Baathists and Jihadists

After the U.S. invasion of Iraq in 2003, the Coalition Provisional Authority embarked on the “de-baathification” of Iraq, a process that aimed to remove senior Baath Party members from the country’s institutions and political system. More than 400,000 members of the defeated Iraqi Armed Forces (IAF) were dismissed and barred from further employment in the government sector, while being allowed to keep their weapons. In the faltering economy, dominated by the public sector, de-baathification meant social exclusion or at least a sudden deprivation of privileges that the elite had become used to over decades. Some of them formed local insurgent forces, and later joined the rising jihadist groups including Al-Qaeda in Iraq, which in 2006 established the Islamic State of Iraq and the Levant (today’s IS). To a large extent this cooperation resulted from discriminatory policies of the Shiah prime minister Nouri al-Maliki (2006–2014), who persecuted former officials and marginalised the entire Sunni population.

What united the FRE and the jihadists was the common enemy, the United States and Maliki’s government, rather than ideology. Even during the Faith Campaign (Hussein’s shift towards Islam in the 90s) Baath Party members lived relatively secular lives. Despite different ideological backgrounds, the common enemies and shared desire for power led to a strong synthesis of the jihadists and the ex-Baathists. The degree to which this occurred can be illustrated by the fact that Abu Bakr al-Baghdadi, the current leader of IS, was elected to the position in 2010 owing to the support of a former intelligence colonel, Samir al-Khlifawi, who subsequently cleansed the IS management and replenished it with further FRE.

Summary

In an attempt to understand the psychology of the West’s adversaries in Syria, Iraq and elsewhere, this briefing asks the question, what does the wider world look like when seen from within the Islamic State group? Setting to one side the enormous political and economic deficiencies of the ‘host’ countries of the Middle East, it examines some of the contemporary and historic perceptions of the West’s relations with the Islamic and Arab worlds, and how these may have influenced IS strategy, particularly its 2015 shift from territorial expansion to attacks on and within Western states.

Introduction

Al-Qaida has now been largely superseded by the so-called Islamic State (IS) and the new movement is proving to be uncomfortably resilient. In such circumstances it is a useful analytical tool to visualise how the world might appear from an IS perspective. This can all too easily prove controversial because it appears to give more credibility to a brutal and uncompromising movement than it even remotely deserves. Even so, it has a value and is an approach that should not be dismissed if one wants to try and understand the reasons for the resilience and use such reasoning to aid in developing policies that are more likely to ensure its decline.

This briefing seeks to do just that, and takes as an example the view of the world as it might be seen through the eyes of an utterly convinced supporter of the movement in Raqqa, the movement’s de facto capital in northern Syria, who might be engaged in the planning of its operations.

Neither Remaining nor Expanding: The Islamic State’s Global Expansion Struggles

Judging from the Islamic State’s propaganda, it would appear the group is rapidly overtaking the Muslim world. The Islamic State has declared wilayats (provinces) in ten countries spanning from Nigeria to the Caucasus region. It has executed high-profile attacks in several otherwise stable countries, including Tunisia, Turkey, Kuwait, France, and the United States. The group has championed its victories and downplayed its defeats at every turn, portraying itself as a military behemoth destined to restore the caliphate to its former glory. In short, the Islamic State would like the world — and especially prospective recruits — to believe it is “remaining and expanding” (baqiya wa tatamaddad), a slogan that defines the group’s propaganda.

Yet in reality, between state security forces and rival jihadist groups, the Islamic State has encountered one serious obstacle after another as it has tried to expand its presence beyond Syria and Iraq. Several of its nascent affiliates met decisive defeat. In some places, the Islamic State has been its own worst enemy, as personality clashes and disagreements over strategy created deep cleavages.

The Fight against the ‘Islamic State’ in Syria and the Right to Self-Defence

Since the outbreak of the Syrian civil war in 2011, organised networks have spread out across borders, overtaking cities. The most famous of these is the ‘Islamic State of Iraq and the Levant’ (ISIL), more commonly known as ‘Islamic State’ (IS) (Flasch, 2015: 3). Militants of IS now control wide portions of territory in Iraq and Syria as well as an area in Libya. IS has killed and injured thousands of people and IS-related violence has led to the displacement of over a million people. Atrocities committed by the IS have extended to several other countries in the Middle-East, in West-Africa, and in Europe (Zerrouky, Audureau and Vaudano, 2015).

In response to attacks of IS, Iraq has requested that the United States and its allies assist it in defending itself against the group. Since September 2014, Iraq, together with the United States and several other states, has been using force against IS in Syria without the consent of the Syrian regime. Iraq acts on the basis of its right to individual self-defence and the other intervening states intervene on the basis of the right to collective self-defence. Self-defence, as well as the use of force within an authorisation given by the United Nations (UN) Security Council, constitute the two exceptions to the international prohibition on the use of force between states (Articles 51 and 42 UN Charter). An action in self-defence can be individual, when the victim state reacts to an armed attack, or collective, when other states react to an armed attack on the request of the victim state. France began its military intervention in Syria in September 2015, resorting to the rights to both individual and collective self-defence. After the terror attacks of IS in Paris on 13th November 2015, France extended its strikes, on the basis of the right to individual self-defence and asked for assistance. Several Western states, including the United Kingdom and Germany, decided to be involved in different ways in the fight against IS in Syria, invoking in particular the right to collective self-defence and, sometimes, also the right to individual self-defence. Russia too has been perpetrating strikes in Syria since November 2015 but these happen with the consent of that state. Consent by Syria to the resort to force by Russia precludes the wrongfulness of that act in relation to Russia and thus provides legal grounds for Russian military action (Article 20 of the Draft Articles on Responsibility of States for Internationally Wrongful Acts, 2001).
