Pakistan’s Political Renaissance

LAHORE – Pakistani institutions are evolving rapidly. With executive authority increasingly in the hands of elected representatives, rather than dispersed among various competing institutions, the political establishment has been revitalized – and it has taken three important steps toward strengthening democracy and the rule of law. Is Pakistan, a country long prone to military coups, finally developing a well-functioning political system?

On November 27, Pakistani President Mamnoon Hussain – acting on the prime minister’s advice, as the constitution dictates – announced that General Raheel Sharif would succeed General Ashfaq Parvez Kayani as Chief of Army Staff, even though Sharif was not among the military establishment’s favored candidates. Unlike Kayani – who has directed the Directorate-General of Military Operations and the Inter-Services Intelligence (Pakistan’s spy agency) – Sharif has not served in any of the positions that typically prepare someone to lead Pakistan’s best-funded and most influential institution.

Leveraging Mongolia

If asked how China, the United States, Japan and other Asian countries might engage with each other more constructively, it is doubtful that the first word that would come to mind would be “Mongolia.” And if then asked what mechanism Mongolia would use to further mutual comity and understanding, it is unlikely that ‘Khaan Quest’ would be mentioned. Yet there are compelling reasons to justify both answers. Military-to-military diplomacy is an important form of statecraft and its utility in Asia remains obvious.

This past summer marked the 10th anniversary of the Mongolian Armed Forces’ Khaan Quest exercises, which among other activities brings militaries from around the world to share their best practices in multinational peacekeeping operations (PKO). This focus may at first appear narrow, but for three reasons the impact of Khaan Quest is potentially positive and significant.

Reason #1: Khaan Quest has symbolic value in a historically fractured and suspicious region. Indeed, it is a symbol, in the words of Mongolian President Tsakhia Elbegdorj, of “mutual respect among nations . . . and a vivid example of how countries can collaborate despite differences in forms of government, social and economic systems.”

“Today, the OSCE is not the organization over which foreign ministers are racking their brains when they wake up early in the morning.” This was how Irish Foreign Minister Eamon Gilmore characterized the state of the Organization for Security and Cooperation in Europe (OSCE) at the end of Ireland’s presidency in 2012.  A year later, however, the OSCE for once finds itself in the headlines. Just a few days before a routine meeting of OSCE foreign ministers in Kyiv, the Ukrainian government – which holds the 2013 OSCE presidency – decided to move the country closer to Russia by breaking off trade negotiations with the European Union. In the run-up to the meeting, police violence against peaceful protesters and the biggest street demonstrations since the 2004 “Orange Revolution” dominated the scene in Kyiv.

US Boycott

In response to Ukraine’s actions, only half of the 57 OSCE members sent their top personnel to Kyiv. US Secretary of State John Kerry deliberately boycotted the event, and Britain and France sent deputies in lieu of their foreign ministers. Catherine Ashton, the EU High Representative for Foreign Affairs, decided to meet with Serbian and Kosovar leaders in Brussels instead. By not attending this year’s ministerial meeting, Kerry and others did the OSCE a disservice. For 40 years the organization has been a powerful symbol of dialogue and the search for consensus and compromise between East and West. Boycotts and deliberate snubs may be useful for alliance-building and zero-sum games, but they are not in keeping with the “spirit of Helsinki” or the principles of cooperative security.

The Evolution of Jihadism in Italy: Rise in Homegrown Radicals

Jihadist terrorism in Italy has recently undergone significant demographic and operational changes. The first generation of foreign-born militants with ties to various jihadist groups outside Europe is still active in Italy, albeit with less intensity than in the past. During the last few years, however, Italian authorities have increasingly noticed a shift toward forms of homegrown radicalization similar to that experienced in other Western European countries. Two recent incidents highlighted this trend: the conviction of a young man from Brescia who, without any connection to established jihadist groups, formed an

online network of jihadist enthusiasts; and a Genoa-born convert to Islam who was killed in Syria. These two incidents marked some of the first cases of homegrown jihadist radicalization in Italy.[1]

This article looks at the first generation of jihadists in Italy, and then shows how the jihadist scene in Italy has progressively changed with the formation of a new generation of homegrown radicals. It finds that although the recent instances of homegrown jihadist radicalization are worrisome, it still remains a small phenomenon in Italy compared to some other European countries.

Finding the Urban Crisis Tipping Point

By 2015, three billionpeople will be living in urban slums according to UN Habitat. As the number of vulnerable people living in urban slums rises, aid agencies are struggling to identify the tipping point at which chronic urban vulnerability turns into a humanitarian crisis. IRIN spoke to aid staff to find out what they are doing about it.

Accurately tracking vulnerability is more complex in densely populated towns and cities, particularly in informal neighbourhoods such as slums, than it is in rural areas. Aid agencies and donors have therefore been slow to take on the challenge, inadvertently creating a rural-urban divide.
