The Consequences of Politicized Forces in the Kurdistan Region of Iraq

The politicization of the Kurdish military and security forces has a diverse and severe impact on human security, and stability in the Kurdistan Region of Iraq.

The lack of a nationalized armed force in Kurdistan remains the biggest threat to its future. The Iraqi constitution allows the Kurdistan Regional Government to form its local force and legalize the existence of the Peshmerga, but Baghdad does not intervene in the details of the formations and the recruitment process. The ruling parties in Kurdistan have the ultimate power over mobilization, recruitment, and financing of the security forces.

Kurdistan has been an autonomous region since 1992. It emerged as a quasi-state after the establishment of the no-fly zone in northern Iraq by the United States – along with the United Kingdom and France – which put an end to Saddam Hussein’s murderous attacks on the Kurds. From this time onwards, The Kurdistan Regional Government (KRG) has been predominantly ruled by two major parties; the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK). Mustafa Barzani, established the former in 1946 while Jalal Talabani had founded PUK in 1975 when he split from Barzani’s KDP. Although the two parties have fought the Iraqi regime in the 1980s, they also fought one another.

Relax, NATO Isn’t Going Anywhere

Donald Trump’s election caused consternation at home and abroad. Outside of the United States, perhaps nowhere is the shock of his victory more keenly felt than amongst our longstanding allies in Europe. No doubt European leaders were still grappling with the aftermath of this development and possible ramifications when they met last month for the final EU Council meeting of the year to discuss the general security situation.

During the campaign, Trump’s anti-NATO rhetoric was met by many with a mixture of scorn and amusement. Now, many longtime transatlantic security watchers are sounding the alarm. Lost in all this, however, are several positive developments which point not only to the staying power of the collective defense norm but the wider transatlantic security relationship as well.

The Politics of Legality and UN Resolution 2334

Synopsis

UN Resolution 2334 condemning Israeli settlements was passed by the Security Council only because the US did not exercise its usual veto. As expected, the resolution was strongly opposed by Israel, which threatened to cut its funding to the United Nations. As we face an uncertain global order, it is crucial that countries work within the international system.

Commentary

UNITED NATIONS Resolution 2334, and the abstention vote by the United States, was a significant exercise in international diplomacy and its relationship with international law. The resolution condemned Israel’s illegal but expanding settlement project and demanded that Israel “immediately and completely cease all settlement activities in the ‘occupied’ Palestinian territory, including East Jerusalem.” The resolution was adopted with 14 votes in favour with only the US abstaining.

The passing of the resolution, made possible because of the US’ holding back its usual veto demonstrated that the decision to do the right thing through the international system is not necessarily based on the legality of the issue. While international law is clear on the illegality of settlements, this resolution was only adopted because key actors, such as the US, decided it was time to do the right thing. This allowed the Security Council to produce a fair outcome.

Trump’s Troubling Bilateralism

Supporters of the EU should be troubled by U.S. President-elect Donald Trump’s remarks in a joint interview with the Times and Bild published on January 16. Trump said not only that Britain’s exit from the union would “end up being a great thing” but also that the EU would continue to break apart. Trump explained, “People, countries, want their own identity.”

Speaking on British radio the same day, Theodore Malloch, a university professor tipped to become the next U.S. ambassador to the EU, added that the United States may lure more countries out of the EU by offering trade deals on bilateral bases.

Trump was more mixed on NATO, if not altogether reassuring: “I said a long time ago that NATO had problems. Number one it was obsolete. . . . Number two the countries aren’t paying what they’re supposed to pay. . . . With that being said, NATO is very important to me.”

President Tsai: Respect the Will of the People and Accept the ‘1992 Consensus’

Roughly one year has passed since Tsai Ing-wen, presidential candidate of the Democratic Progressive Party (DPP), a party supporting Taiwan’s de jure independence from China, was elected president of the Republic of China (ROC or Taiwan).  Throughout Taiwan’s 2015-16 election cycle, Tsai refused to endorse the “1992 Consensus,” an understanding whereby both sides agree that there is one China, but hold different interpretations as to what this means.  The arrangement enabled Taipei and Beijing to move relations forward and reduce cross-strait tensions to an unprecedented level from 2008 to 2016.  Rather than employ this approach, Tsai sidestepped the issue by claiming she supported the “status quo” and would handle relations with Beijing in accordance with “the will of the Taiwan people” and Taiwan’s constitution.

Following Tsai’s election, Beijing has slowly applied different measures to convince her administration to return to the “1992 Consensus.”  In June, Beijing suspended all official contact with Taiwan.  The Chinese government then cut the number of mainland tourists allowed to visit Taiwan, a move igniting protests by those dependent on the tourism industry.  The island was also locked out of the 39th assembly of the International Civil Aviation Organization.  And Beijing began to accede to requests by Taipei’s few remaining diplomatic allies to switch recognition to Beijing (São Tomé and Príncipe dropped Taiwan in December).  Perhaps most worrisome, however, are recent threats by China’s state-run media outlets and the military exercises in the waters surrounding Taiwan. How should Taiwan respond to these developments?
