Disinformation and distrust online are set to take a turn for the worse. Rapid advances in deep-learning algorithms to synthesize video and audio content have made possible the production of “deep fakes”—highly realistic and difficult-to-detect depictions of real people doing or saying things they never said or did. As this technology spreads, the ability to produce bogus yet credible video and audio content will come within the reach of an ever-larger array of governments, nonstate actors, and individuals. As a result, the ability to advance lies using hyperrealistic, fake evidence is poised for a great leap forward.
States all around the world are seeking to restrict the proliferation of ‘fake news’ to insulate their populations against messages that may destabilise their societies. But is the state the best entity to combat fake news?
IN 2016, several populist politicians around the world gained power by drawing on the emotion and biases of their supporters. Many of these followers appear to have been swayed by fake news, not verifying the ‘facts’ that their leaders provide them. More worrying, the leaders themselves seem not to care about the veracity of what they are spreading. Fake news can present as websites that deliberately publish hoaxes, propaganda, and disinformation purporting to be real news, and often using social media to drive web traffic and amplify their effect.
Some commentators fear that this is leading to a new normal where extremely biased views become the mainstream, thanks to fake news. These extreme views can cause divisions in society, foment unrest, and in some cases, lay the foundations for violence, such as the fake news that a pizza restaurant was operating a child abuse ring.

On Wednesday evening, Anton Belikov, an artist and lecturer at Moscow’s Surikov Academy of Arts, walked through an exhibition of photographs documenting the war in eastern Ukraine, and threw paint over them. Having ruined and torn up the pictures as “war propaganda”, Belikov then turned to one of the photographers and the curator to say: “You wanted civil society? Well, now you’ve got it.”
These photographs by photographer Alexander Vasukovich and journalist Sergei Loiko were exhibited in Moscow’s Sakharov Center as part of the Direct Look photography prize. As a result of this attack, the Sakharov Center decided not to close the exhibition, but instead to hang posters detailing what took place on 28 September in place of the damaged works.
Regional analysts assert that Moscow is viewing the protest as another Western-orchestrated, Euromaidan-like disturbance that constitutes a threat to Russian national interests. Not surprisingly, then, Russian broadcasters and print outlets are striving to shape a news narrative in which the protest is an expression of the population’s discontent with Moldova’s European Union integration efforts.
