Is Afghanistan a Sinking Boat? Anxiety about the 2014 Withdrawal

The withdrawal of U.S. forces from Afghanistan by 2014 has been the central foreign policy issue of both of Obama’s Presidential campaigns. American citizens seem to generally support the initiative, while both criticizing the timing and questioning the outcome for the U.S. and Afghanistan. Many ordinary Americans have asked why the U.S. should keep engaging with Afghanistan post-2014, or why the withdrawal cannot come sooner so as to avoid the unnecessary losses of American soldiers. Others argue that the United States, as a world leader, should act responsibly to prevent Afghanistan from falling into a devastating civil war, and thus criticize the withdrawal as a product of poor judgment that will lead inevitably to chaos. As an example, they cite the post-Soviet withdrawal, following which the U.S. abandoned the country and it fell under Taliban control.

Serving as political affairs officer for the United Nations Assistance Mission in Afghanistan (UNAMA) last year, I observed – like many others inside and outside the country – that for various reasons the local population did not feel very hospitable towards the international forces, to say the least. Many Afghans, either ignorantly or deliberately, do not see any difference between the ISAF and the international community, referring to all of them as Americans or American puppets. For that very reason, the incident that occurred on 1 April 2011, when the UN compound in one of the regions was attacked by demonstrators infuriated over the burning of the Qur’an. More recently there has been a steady increase in so-called green-on-blue attacks on ISAF soldiers. Instead of going into the details of each incident, we can ask more generally: Do Afghans want Americans in their country beyond 2014?

Murder in France, Fragile Opening in Turkey

Who carried out the execution of three women prominent in the European branch of the Kurdistan Workers Party (PKK) in Paris on January 9 and what was their intended message are unclear. The dead included Sakine Cansız, a long-time senior figure in the organization, Fidan Doğan, the Paris representative of the pro-PKK Kurdistan National Congress, and Leyla Söylemez, a younger Kurdish activist. Regional players and pundits are already speculating: the assassinations were carried out by Turkey’s “Deep State;” they are opening shots in a war within the PKK over leadership and policy; or it might be Syria, Iran, or some other regional actor with an axe to grind. The motives ascribed depend on who was the actor and how conspiratorially inclined the pundit is. The obvious context is the unprecedented opening toward one another carried out in recent weeks by the Turkish government and jailed PKK leader Abdullah Öcalan. For one reason or another, the perpetrators wanted to derail or at least skew that discussion, and they may well succeed.

Öcalan and the authorities in Ankara have danced with one another for some time. As early as 2005, Turkish intelligence engaged in quiet conversations with him and other PKK leaders, especially in Europe, to see whether and how some modus vivendi could end the violence. These sometimes showed promise, and some positive steps were taken, but ultimately each effort ran aground. In December, the authorities allowed Öcalan’s brother Mehmet to travel to his prison on Imralı Island in the Sea of Marmara, where the PKK leader has been held since 1999. Mehmet Öcalan subsequently announced that his brother believes “a new Kurdish initiative [by Turkey] could take place” to which, “if deep powers do not intervene,” the imprisoned PKK leader “will contribute.” Öcalan subsequently defused an anti-government hunger strike being staged by imprisoned Kurds accused of terrorism. On December 28, Prime Minister Recep Tayyip Erdoğan made public that Turkish intelligence had met with Öcalan directly days earlier–the first such public admission of high-level government conversations with the jailed PKK leader. In another unprecedented move, the government subsequently allowed two parliamentarians representing the pro-Kurdish Peace and Democracy Party (BDP) to meet with Öcalan on Imralı and were reportedly told by the PKK leader that the era of armed struggle is over. These and other BDP figures traveled immediately after to northern Iraq and Europe to brief the PKK leadership abroad on Öcalan’s status and plans.

Under the Radar: The M23 Rebellion in Eastern Congo

The ongoing conflict in the Democratic Republic of the Congo (DRC) has been one of the deadliest since World War II, with over 5 million casualties. Though the latest in a series of civil wars ended in 2003 and the transition to peace and democracy began in 2006, the mineral-rich eastern DRC continues to experience widespread violence. Behind the official front lines, fighting continues, with an ever-growing number of actors destabilizing an already fragile region. In recent months, it was the so-called M23 rebel movement that once again drew international attention to the DRC with its capture of Goma, a regional capital on the border with Rwanda.

Also known as the Congolese Revolutionary Army, M23 named itself after the 23 March 2009 peace accord signed between the government of the DRC and the National Congress for the Defence of the People (CNDP), a rebel militia composed mostly of ethnic Tutsis. After the collapse of the peace deal, former CNDP leader Bosco “Terminator” Ntaganda, who in 2006 was indicted by the ICC for recruiting child soldiers, led the formation of this new rebel group, which is some 1,200 to 6,000 fighters-strong. Citing unfair treatment and an incomplete fulfillment of the peace deal, which saw the integration of the group into the Congolese army, M23 led a mutiny in April 2012. Heavy fighting ensued, which eventually led to the capture of Goma at the end of November – despite the presence of MONUSCO peacekeepers and Congolese troops. Eleven days after seizing the city, however, as part of a regionally brokered deal, M23 withdrew from Goma and agreed to observe a 20 km buffer zone around the city in exchange for a range of their demands being met, including the release of political prisoners.

كمبريدج ــ إن الولايات المتحدة أمة من المهاجرين. وباستثناء عدد ضئيل من الأميركيين الأصليين (الهنود الحُمر)، فإن كل الأميركيين أصلهم من مكان آخر، وبوسع المهاجرين الحديثين أن يصعدوا إلى أعلى المراتب الاقتصادية والسياسية. ذات يوم، خاطب الرئيس فرانكلين روزفلت “بنات الثورة الأميركية” ــ وهي مجموعة تفخر بكون أسلافها من بين أوائل الواصلين إلى أميركا ــ قائلا: “رفيقاتي المهاجرات”.

وفي حين قد يؤدي معدل الهجرة الأسرع مما ينبغي إلى إثارة بعض المشاكل الاجتماعية، فإن الهجرة تعمل على تعزيز قوة الولايات المتحدة في المدى البعيد. وتشير التقديرات إلى أن معدلات الخصوبة الحالية في ما لا يقل عن 83 بلداً وإقليم أصبحت أدنى من المستوى المطلوب للإبقاء على ثبات مستوى السكان. ورغم أن أغلب الدول المتقدمة سوف تشهد نقصاً في السكان بمرور سنوات هذا القرن، فإن أميركا واحدة من الدول القليلة التي قد تتجنب الانحدار الديموغرافي وتحافظ على حصتها في سكان العالم.

بالإضافة إلى ذلك، ورغم أن الدراسات تشير إلى أن الفوائد الاقتصادية المترتبة على الهجرة في الأمد القصير قد تكون ضئيلة، وأن العمال غير المهرة ربما يعانون من المنافسة، فإن المهاجرين المهرة ربما يمثلون أهمية كبيرة في قطاعات بعينها ــ وبالنسبة للنمو في الأمد البعيد. وهناك علاقة ارتباط قوية بين عدد التأشيرات الممنوحة للمتقدمين من ذوي المهارات وعدد براءات الاختراع المقدمة في الولايات المتحدة. فعند بداية هذا القرن، كان المهندسون من المولودين في الصين والهند يديرون ربع شركات التكنولوجيا في وادي السليكون، والتي تمثل 17,8 مليار دولار في المبيعات؛ وفي عام 2005 ساعد المهاجرون في بداية تشغيل ربع كل شركات التكنولوجيا البادئة أثناء العقد السابق. ولقد أسس مهاجرون أو أبناء مهاجرين ما يقرب من 40% من شركات فورتشن 500 في عام 2010.

CAMBRIDGE – Los Estados Unidos son una nación de inmigrantes. Exceptuado un pequeño número de nativos americanos, todo el mundo procede de algún otro país e incluso los inmigrantes recientes pueden alcanzar altos puestos políticos y económicos. En cierta ocasión el Presidente Franklin Roosevelt se dirigió a las Hijas de la Revolución Americana, grupo que se jactaba de la temprana llegada de sus antepasados, con estas famosas palabras: “Compañeros inmigrantes”.

Sin embargo, en los últimos años la política de los EE.UU. ha tenido un fuerte sesgo antiinmigrante y esa cuestión ha desempeñado un papel importante en la batalla por el nombramiento del candidato a la presidencia del Partido Republicano en 2012, pero la reelección de Barack Obama ha demostrado el poder electoral de los votantes latinos, que rechazaron al candidato republicano, Mitt Romney, por una mayoría de tres a uno, como los asiático-americanos.

A consecuencia de ello, varios destacados políticos republicanos están instando ahora a su partido a que revise sus políticas antiinmigración y en el programa al comienzo del segundo mandato de Obama hay planes para reformar la inmigración. Los temores por las repercusiones de la inmigración en los valores nacionales y en un sentido coherente de la identidad americana no son algo nuevo. El movimiento del siglo XIX “Know Nothing” se basó en la oposición a los inmigrantes, en particular los irlandeses. A partir de 1882 se señaló a los chinos para su exclusión y con la más restrictiva Ley de Inmigración de 1924 se aminoró el ritmo de la inmigración en general durante los cuatro decenios siguientes.

Durante el siglo XX, los EE.UU. registraron el mayor porcentaje de residentes extranjeros, el 14,7 por ciento, en 1910. Un siglo después, según el censo de 2010, el 13 por ciento de la población americana nació en un país extranjero, pero, pese a ser una nación de inmigrantes, son más los americanos escépticos sobre la inmigración que los partidarios de ella. Diversas encuestas de opinión muestran una pluralidad o una mayoría a favor de una menor inmigración. La recesión exacerbó esas opiniones: en 2009, la mitad del público de los EE.UU. era partidaria de permitir una menor cantidad de inmigrantes, frente al 39 por ciento en 2008.

Tanto el número de los inmigrantes como su origen han causado preocupación por los efectos de la inmigración en la cultura americana. Los demógrafos presentan un país en 2050 en el que los blancos no hispanos serán la mayoría sólo por muy poca diferencia. Los hispanos representarán el 25 por ciento de la población y los afroamericanos y los asiático-americanos representarán el 14 por ciento y el ocho por ciento, respectivamente.

Pero las comunicaciones de masas y las fuerzas del mercado producen incentivos poderosos para el dominio de la lengua inglesa y la aceptación de cierto grado de asimilación. Los medios de comunicación modernos ayudan a los nuevos inmigrantes a aprender de antemano más sobre su nuevo país que a los de hace un siglo. De hecho, la mayor parte de la documentación al respecto indica que los últimos inmigrantes están asimilándose al menos tan rápidamente como sus predecesores.

Si bien una inmigración demasiado rápida puede causar problemas sociales, a largo plazo la inmigración fortalece el poder de los EE.UU. Se calcula que al menos 83 países y territorios tienen actualmente tasas de fecundidad inferiores al nivel necesario para mantener constante su población. Mientras que la mayoría de los países desarrollados experimentarán una escasez de población con el avance de este siglo, los Estados Unidos son de los pocos que podrían evitar la disminución demográfica y mantener su participación en la población mundial.

Por ejemplo, para mantener el tamaño de su población actual, el Japón tendría que aceptar 350.000 inmigrantes anuales durante los cincuenta próximos años, cosa difícil en el caso de una cultura históricamente hostil a la inmigración. En cambio, la población de los EE.UU. aumentará, según las proyecciones de la Oficina del Censo, un 49 por ciento en los cuatro próximos decenios.

En la actualidad, los EE.UU. son el tercer país del mundo por el tamaño de su población; dentro de cincuenta años, es probable que siga siéndolo (después de China y la India). Se trata de un aspecto muy importante para el poder económico: mientras que casi todos los demás países desarrollados afrontarán una carga en aumento para la asistencia a su generación mayor, la inmigración podría contribuir a atenuar ese problema en el caso de los EE.UU.

Además, aunque los estudios al respecto indican que los beneficios económicos a corto plazo de la inmigración son relativamente pequeños y que los trabajadores no especializados pueden verse afectados por la competencia, los inmigrantes especializados pueden ser importantes para determinados sectores y para el crecimiento a largo plazo. Existe una sólida correlación entre el número de visados concedidos a solicitantes especializados y las patentes registradas en los EE.UU. Al comienzo de este siglo, ingenieros de origen chino e indio regentaban una cuarta parte de las empresas tecnológicas de Silicon Valley, lo que representaba unas ventas de 17.800 millones de dólares, y en 2005 los inmigrantes habían contribuido a fundar una cuarta parte de todas las empresas tecnológicas de nueva creación durante el decenio anterior. Inmigrantes o hijos de inmigrantes fundaron el 40 por ciento, aproximadamente, de las empresas que formaban parte de la lista Fortune 500 de 2010.

Igualmente importantes son los beneficios de la inmigración para el poder blando de los Estados Unidos. El hecho de que haya personas que quieran acudir a los EE.UU. aumenta el atractivo de este país y la movilidad ascendente de los inmigrantes resulta atractiva para personas de otros países. Los EE.UU. son un imán y muchas personas pueden imaginarse como americanos en parte porque muchos americanos triunfantes se parecen a ellos. Además, las conexiones entre los inmigrantes y sus familias y sus amigos en su país de origen contribuyen a transmitir una información precisa y positiva sobre los EE.UU.

Asimismo, como la presencia de muchas culturas crea vías de conexión con otros países, contribuye a ampliar las actitudes y las opiniones de los americanos sobre el mundo en una época de mundialización. En lugar de diluir el poder duro y el blando, la inmigración los intensifica.

El ex dirigente de Singapur, Lee Kwan Yew, observador sagaz de los Estados Unidos y de China, sostiene que ésta no superará a aquéllos como potencia hegemónica del siglo XXI, precisamente porque los EE.UU. atraen a los mayores talentos del resto del mundo y los fusionan en una cultura diversa y creativa. China tiene una población mayor para reclutar talento autóctono, pero, a juicio de Lee, su cultura centrada en sí misma la hará menos creativa que los EE.UU.

Se trata de una opinión que los americanos deben tener muy en cuenta. Si Obama logra promulgar una reforma de la inmigración en su segundo mandato, habrá dado un paso de gigante con miras al cumplimiento de su promesa de mantener la fuerza de los EE.UU.
