Thai Elections – Challenging Times Ahead

Thai parties are gearing up for general elections as Prime Minister Abhisit Vejjajiva is expected to dissolve the House of Representatives shortly. His Democrat Party came to power through a parliamentary vote, after the previous government was toppled. The upcoming elections will now put the government’s mandate to a popular test. So far so good. It is very unlikely though that the five-year-old political crisis will end with the formation of a new government.

Thailand’s deep political divide is driven by the underlying monarchical succession – the first of its kind since 1946. The system on which the Thai society is built is in flux, leaving everyone struggling to be in a better position.

The Democrat Party has possibly gained some popularity among ordinary Thais, but all in all it remains an elite movement rooted in Bangkok’s establishment. Thus there’s a good chance that the Pheu Thai Party – the de facto party of deposed Prime Minister Thaksin Shinawatra – receives most votes in the poll.

Nigerians finally cast their votes for a new national assembly last Saturday, in the first of three successive elections. It did not start quite as imagined. A week earlier, polling had to be abandoned after election materials failed to arrive in many parts of the country. A bomb blast at an electoral office on the eve of the election killed several people, and polling itself was marred by sporadic violence.

But compared to the 2007 elections, which were characterized by violence, organized vote-rigging and fraud, Nigeria might do pretty well this time. A well respected academic and civil society activist presides over the Independent National Election Commission, and incumbent President Goodluck Jonathan has made repeated commitments to respect the rules of democracy. His main challengers include a former military ruler, who is now taking his chances at the polls. And even the estimated 10 to 15 percent ghost voters do not seem so bad after all. Progress is relative. According to one of Crisis Group’s Senior Analysts, “The polls could mark a turning point for Nigeria”.

The same cannot be said for Kazakhstan. In a sham election earlier this month, President Nursultan Nazarbayev won 95.5% of the votes in a turnout of 89.5%. Nazarbayev’s three challengers all expressed support for his candidacy and, bizarrely, one of them even admitted having voted for him. The way in which the elections took place not only embarrasses Western diplomats, whose praise for the call for elections now seems somewhat premature.

A New Stage for an Old Drama

On 31 January 2011, Burma’s parliament will convene in the country’s newly erected capital, Nay Pyi Taw, for the very first time. The opening session will take place 85 days after the nation’s first elections in 20 years, in which the junta’s proxy, the Union Solidarity and Development Party (USDP), claims to have won almost 80 percent of the seats. The new National Assembly will come to consist of an Upper House with 168 elected seats and 56 reserved for the military, and a Lower House with 330 elected and 110 military seats. With solid majorities of 129 seats in the Upper House and 259 in the Lower House that the USDP achieved through the rigged November elections, plus the 25 percent of seats reserved for the military, the new system will ensure – in a new and legal way – the continuation of the old military-ruled order.

The Burmese junta is obviously forcefully pressing ahead with its plans to create a “discipline-flourishing democracy”. Parliament’s first task will be to set up an electoral college with representatives from the three chambers in order to nominate a new president. According to the 2008 constitution, the president does not need to be an elected member of parliament but must be familiar with military affairs. According to political observers, Than Shwe, junta chief since 1992 and commander-in-chief of the armed forces, is therefore a likely candidate, as are Generals Maung Aye and Shwe Mann, the second and third-highest ranking officers in the ruling military.

On the surface, it thus seems as if little has changed in these three months since the elections and daily life has remained virtually unchanged for the bulk of the Burmese people. There has been no release of prisoners, no relaxation of censorship, and no improvement in the standard of living. Meanwhile, Burma’s partners in the Association of Southeast Asian Nations (ASEAN) have hailed the election as progress and called on Western nations to drop their economic and financial sanctions.

South America’s Anomaly

Suriname is not a country which often features in international news. Located on South America’s northern coast between Guyana and French Guiana, many people often forget this former Dutch colony even exists. Being out of the media spotlight has allowed what some might consider unusual developments to occur.

Whilst most states which have experienced military coups and dictatorships celebrate the removal of authoritarian rulers, Suriname went in the opposite direction. After having conceded defeat to Ronald Venetiaan in the 1991 elections after ten years in power, former military ruler Dési Bouterse left the armed forces and instead founded the National Democratic Party (NDP). In July 2010, just under twenty years after being ousted from government, Bouterse was duly elected President of Suriname.

Having gained a taste for power during his decade-long rule in the 1980s, he apparently embraced political life and, rather than instigate another coup, he put himself to the vote. His political campaign targeted the youth demographic, using Bob Marley tracks at his rallies. This age group is especially important for Bouterse as they were not alive when the “December 1982” killings took place, for which he has been on trial since 2007. That a former dictator wanted for murder is now President may lead some to question whether there was underhand political chicanery involved.

Please Don’t Mention Transnistria

Last Sunday, parliamentary elections were held in Transnistria, where 123 candidates vied for 43 seats in the local Supreme Council. With the counting of the votes still ongoing, the favorite to hold on to parliament in this 530,000-strong quasi-state is the “Renovation Party”, which has also controlled the majority of seats in the past. For those who may be wondering, Transnistria is this long and narrow strip of Eastern Moldova bounded on one side by the Dnestr River and on the other by Ukraine.

After the dissolution of the USSR, Transnistria broke away from Moldova over fears that the former Soviet republic would seek reunification with neighboring Romania. In 1992, Moldova and Transnistria fought a short war which ended with a Russian-mediated settlement, enforced by Russian troops already stationed in the region. From the very first day, therefore, the breakaway region of Transnistria depended on Russia for support. Under growing international pressure, however, Russia then went on to sign the Treaty on Conventional Armed Forces in Europe at a 1999 OSCE summit in Istanbul, under which it pledged to withdraw all its troops and military equipment from Transnistria by 2002.

This pledge was, however, not adhered to.
