Central Asia: A Dangerous Thirst

On the grand scale, Central Asia’s water problems have been well documented since the fall of the Soviet Union. Journalists wrote of the apparently inexorable shrinking of the Aral Sea, once one of the four largest lakes in the world; by 2007, at a tenth of its normal size, it had split up into several smaller bodies of water. Uzbek President Islam Karimov has warned of war if upstream countries Kyrgyzstan and Tajikistan pursue power generation projects that might alter, or make open to political manipulation, the supply of water needed to irrigate Uzbekistan’s cotton crops. Public anger over a decline in basic services fuelled the unrest that led to the overthrow of President Kurmanbek Bakiyev in April 2010. (See our report Decay and Decline.) Bakiyev sold water to Kazakhstan during a period of electricity shortages in his own country. Across the region corruption and neglect undermine confidence in government and contribute to political discontent.

Signing Up for Peer Review Will Test Both Obiang and the AU

When Equatorial Guinea’s President Teodoro Obiang Mbasogo stepped up to the podium at the African Union (AU) this week to sign up to the AU’s African Peer Review Mechanism (APRM), it was not clear whether this was a high point or a low point for the initiative.

Was it a great triumph for the 11-year-long effort by the APRM to reform the political, economic and social governance of Africa that it had managed to entice one of the continent’s most notorious autocrats into its democratic embrace? After all, when the APRM was launched in 2003, it was strongly criticised for being a voluntary mechanism that would leave the least democratic African leaders untouched. And yet, here was one of them joining.

Or was Obiang’s signing onto APRM a Groucho Marx moment instead: as one journalist quipped, a case of ‘who would want to join any organisation that would have Obiang as a member?’

Winners and Losers in the Syrian Civil War

The Syrian civil war, which has seen a stalemate for nearly three years, shows no signs of a negotiated political solution. The Geneva II peace talks, that opened on 22 January, are highly unlikely to result in a breakthrough, absent a miracle. There is irreconcilable tension between the oppositional Syrian National Coalitions’s (SNC) demand for a future Syria without President Bashar Al-Assad and Al-Assad government’s policy priority to secure international support to fight what it calls rebellious terrorists. That may well leave a military victory, either by the government or the opposition rebels, as the final option to break out of the deadlock.

If this were to happen, three recent developments seem to favor a possible win by Bashar Al-Assad. First, in recent weeks, government troops have recorded some notable military successes by reversing rebel territorial gains in the south and eastern parts of Syria and by stamping them out from areas adjacent to Damascus. Secondly, the continued infightings between rebel groups, particularly between the Islamic State of Iraq and the Levant (ISIL) and other moderate Islamist groups are damagingly reducing their fighting capacities against government troops. Thirdly, international support for the rebels is gradually drying out. The SNC agreed to join Geneva II peace negotiations after the US and Britain had threatened to withdraw support for them.[1] A win by President Bashar Al-Assad would, however, inevitably affect the interests and strategic matrices of the regional powers deeply involved in the Syrian civil war – Iran, Israel, Qatar, Saudi Arabia and Turkey. This point is explained below by highlighting what drove each of the parties to take sides in the civil war and what they stand to win or lose in Syria if Bashar Al-Assad stays in power.

In international relations, there exists diplomatic theater and diplomatic facts. A recent example of theater is the agreement between China and the United States to expand their military exchanges and bilateral scientific contacts. The reality, however, is something quite different. The US Department of Defense, for example, continues to comply with the National Defense Authorization Act of 2000, which forbids any contact with People’s Liberation Army (PLA) staff members that might result in the “inappropriate exposure” of key US operational plans, dispositions or activities. China’s astronauts, in turn, remain banned from the International Space Station and, more recently, its scientists were prohibited from attending an academic conference at NASA’s Ames Research Center.

At the heart of these prohibitions is the US Congress. Over the past few years it has thwarted the funding for joint Sino-American projects; it has voiced concerns about the potential theft of US space technology; and it played a key role in terminating an exchange program that helped facilitate Sino-America dialogue on the Comprehensive Test Ban Treaty (CTBT). Unsurprisingly, leading American scientists are upset about the missed opportunities that these restrictions represent. Yes, they include missed chances for collaborative research, but they also represent a lost opportunity for each country to gain deeper insights into the long-term strategic interests of each other.

Mediation Perspectives: Localizing Peace Processes in DR Congo

The M23’s recent abandonment of its armed struggle has renewed hopes for peace in the Democratic Republic of Congo (DRC). However, it also underlines a major problem that has characterized peace negotiations over the past decade – namely their primary focus on the “noisiest” actors whose actions aim to shock the collective international conscience. For peace to be sustainable, greater efforts are needed to localize peace initiatives.

From the battlefield to the negotiation table

On 5th November 2013, the Head of M23, Bertrand Bisimwa declared that the organization would henceforth end its armed revolt in the eastern DRC and pursue its objectives through political dialogue. This change of approach can be explained by four factors. First, the M23 experienced some important losses on the battlefield after the United Nations bolstered its MONUSCO stabilization mission with an intervention brigade that possesses a robust mandate to neutralize armed groups. Ground was also lost to the Forces Armées de la République Démocratique du Congo (FARDC) after it was strengthened, restructured and made more capable of going after M23 rebels. In addition, diplomatic pressure and suspension of development aid, mainly by the United States and European Union, prompted Rwanda to decrease its backing of the M23. Finally, the appointment of Mary Robinson as UN Special Envoy for the Great Lakes Region and Russell Feingold as US Special Envoy for the Great Lakes and the Democratic Republic of the Congo and their diplomatic engagement has undoubtedly played a part in moving the warring parties from the battlefield to the negotiation table.
