In international relations, there exists diplomatic theater and diplomatic facts. A recent example of theater is the agreement between China and the United States to expand their military exchanges and bilateral scientific contacts. The reality, however, is something quite different. The US Department of Defense, for example, continues to comply with the National Defense Authorization Act of 2000, which forbids any contact with People’s Liberation Army (PLA) staff members that might result in the “inappropriate exposure” of key US operational plans, dispositions or activities. China’s astronauts, in turn, remain banned from the International Space Station and, more recently, its scientists were prohibited from attending an academic conference at NASA’s Ames Research Center.

At the heart of these prohibitions is the US Congress. Over the past few years it has thwarted the funding for joint Sino-American projects; it has voiced concerns about the potential theft of US space technology; and it played a key role in terminating an exchange program that helped facilitate Sino-America dialogue on the Comprehensive Test Ban Treaty (CTBT). Unsurprisingly, leading American scientists are upset about the missed opportunities that these restrictions represent. Yes, they include missed chances for collaborative research, but they also represent a lost opportunity for each country to gain deeper insights into the long-term strategic interests of each other.

Mediation Perspectives: Armenia and the Customs Union – Window of Opportunity for Nagorno-Karabakh?

Policymakers and analysts have spent the past two decades applying the same insights and settlement approaches to the Nagorno-Karabakh conflict with the same limited impact. There is an underpinning perception that everything that could have been said has already been said. This, combined with a set of overused words such as ‘stalemate’, ‘deadlock’, ‘frozen’ and, more recently, ‘simmering conflict’ brings with it a certain level of fatigue and apathy on the part of the conflict parties and external observers.

However, tangible contextual changes within protracted conflicts often open up windows of opportunity for new dynamics in peace processes. In this respect, does Armenia’s stated intention to join the Russian-led Customs Union provide a window of opportunity for renewed mediation in the Nagorno-Karabakh conflict?

Against the Gospel of ‘Africa Rising’

Almost ten years ago, Binyavanga Wainana mocked the relentless bashing of Africa for what it is: ignorance. Nowadays, however, a new gospel could use similar deriding: “tell them six of the ten fastest growing economies in the world are in Africa; drop names like Aliko Dangote and Isabel Dos Santos alongside Magatte Wade and Bethlehem Alemu; point to the 300 million middle class Africans; showcase the bustling cafes and glossy shopping malls with the latest products; spotlight the growing cities with towering structures; and always summon technology as your solution for everything. If they mention conflict, disease or poverty, chastise them for their antiquated colonial ways and refer them back to your points above.”

What’s the problem? In the interest of tackling the distorted and singular narrative of Africa as a continent of need, the “Africa rising” discourse is reinforcing its own one-dimensional story. Bolstered by recent advances in economic growth rates, Africa has been turned into a brand, a product to be packaged and sold on the merits of its financial worth. Its value is discussed and negotiated yet conversations too often exclude the context and implications of the current economic growth or the policies and institutions that sustain it. Africa is certainly rising, but how is it rising? And who is or isn’t rising with it?

From Civil to Civic Conflict? Violence and the City in ‘Fragile States’

For a fleeting moment during the final decade of the twentieth century, the general trajectory of conflict across the world seemed clear. With the Cold War over, the number of interstate wars was in free-fall and the dominant form of violence was internal, within fragmenting states no longer propped up by their superpower sponsors. The age of ‘total war’ between states had thus been largely superseded by a wave of civil conflicts, often characterised as ‘new wars’, fought for the most part in rural hinterlands and widely considered as limited in scope and scale.

Over a decade into the new millennium, however, the trajectory now looks far from straightforward. Like international wars, civil wars too have been steadily declining in number. Yet from Colombia to Cairo, Brazil to Baghdad and Kenya to Kandahar, each month brings new manifestations of what Arjun Appadurai (in)famously termed the ‘implosion of global and national politics into the urban world’. Although riots, gang crime, and terrorist attacks have afflicted cities for hundreds, if not thousands, of years, the increasing ubiquity of such events – even if not ‘wars’ in any conventional sense – suggest that the hallmark of the contemporary period is one of rising ‘urban conflict’ rather than ‘peace’.

The United States has been drawing down from two major military actions that have cost thousands of lives and trillions of dollars. But when the last US troops leave Afghanistan, all signs suggest that they will do so without a peace treaty. The absence of a peace treaty to conclude the Iraq and Afghanistan wars reflects a broader global trend. Why have states stopped using peace treaties as they end their wars with other states?
